The administrator still owns the decision: a quiet account is a review candidate, not proof that its license is unnecessary.
The operating workflow

Choose a relevant period and inspect report freshness and collection errors. A recent hire, leave of absence or seasonal role can make a short window misleading.
Review the available active-user, email, Teams, OneDrive, SharePoint and mailbox reports. Sign-in activity alone does not tell you which licensed workloads were used.
Check required security, compliance and business capabilities that may not appear as daily app activity. Review group-based assignments and dependencies in Microsoft before approving a change.
Use supported license actions for the selected customer. Where available, validate the change plan against package quota first. Review individual task errors and confirm effective assignments.
Reassignment or removal from a user does not automatically reduce purchased seats. Confirm subscription ownership, allowed reduction timing and the resulting invoice before reporting realized savings.

Supported read actions return Microsoft CSV reports for active users, email, Teams, OneDrive, SharePoint, mailbox usage and service-user counts. Check reporting privacy before joining records.
License statistics and supported assignment actions provide customer context. The license-change-plan validation action checks package quota; it does not decide whether a change is safe for the business.
Approve the candidate, inspect errors and verify Microsoft-side assignments. Confirm purchased quantities separately with the subscription owner.

No activity, missing data and an unneeded license are different conclusions; verify the business requirement before changing anything.
The subscription dashboard is a documented product interface. The per-user workload reports described here are exposed through API/AI read actions. This page does not claim a dedicated graphical license-optimization dashboard.
Supported report actions accept D7, D30, D90 and D180. Check the selected report, refresh date and returned data. Microsoft reporting is not real time, and coverage varies by report and environment.
Not necessarily. User assignments and purchased subscription quantities are separate. Validate the applicable contract, subscription owner and reduction window, then confirm the commercial change and invoice.
AI can assist with the available evidence, but a recommendation is not approval. Check privacy, missing data, business dependencies and customer authorization. Use the supported administrative change process and verify its result.
