Hosted Exchange quotas explanation:
Consumer Organization Support - it is for companies like a cable company that wants to sell single exchange mailboxes to its consumers. Each exchange mailbox is hidden from address book and users can't see each other anyhow.
Mailbox storage per Organization, MB - Total allowed storage for mailboxes in hosted organization.
Mailboxes per Organization - Amount of Exchange Mailboxes allowed per hosted organization.
Contacts per Organization - Amount of Contacts allowed per hosted organization.
Distribution Lists per Organization - Amount of Distribution Lists allowed per hosted organization.
Public Folders per Organization - Amount of Public Folders allowed per hosted organization.
Mail Enabled Public Folders Allowed - Allows hosted organization's public folders to be mail enabled.
POP3 Access Allowed - Allows POP3 access to hosted organization mailboxes.
IMAP Access Allowed - Allows IMAP access to hosted organization mailboxes.
OWA/HTTP Access Allowed - Allows OWA access to hosted organization mailboxes.
MAPI Access Allowed - Allows MAPI access to hosted organiztion mailboxes.
ActiveSync Access Allowed - Allows MAPI access to hosted organization mailboxes.
Keep Deleted Items (Days) - How many days deleted items are kept for an Exchange mailbox.
Maximum Recipients - Maximum number of recipients in a message that's sent by the specific sender.
Maximum Send Message Size (Kb) - Maximum size of a message that can be sent by the specific sender
Maximum Receive Message Size (Kb) - Maximum size of a message that can be sent to the specific recipient
Enable Mailbox Plans Editing - Allows customer to change mailbox plans after creation.
Allow Litigation Hold - Allows customer to place a mailbox on Litigation Hold to preserve all mailbox content, including deleted items and original versions of modified items.
Litigation Hold Duration (days) - Specify the duration period to hold items.
Recoverable Items Storage per Organization, MB - Total storage limit for recoverable items for hosted organization, in megabytes.
Disclaimers Allowed - Allows disclaimer management.
Allow Retention policy - Allows retention policy for hosted organization mailboxes.
Number of Mailbox rules per organization - Amount of mailbox rules allowed per hosted organization. Inbox rules process messages in the Inbox based on conditions specified and take actions such as moving a message to a specified folder or deleting a message.
Archiving Mailboxes per Organization - Amount of archiving mailboxes allowed per hosted organization. Archive mailboxes help people take control of messaging data by providing additional email storage. Using Outlook or Outlook Web App, people can view messages in their archive mailbox and move or copy messages between their primary and archive mailboxes.

Journaling Rules Users per Organization - Amount of journaling rules allowed per hosted organization. Journaling can help your organization respond to legal, regulatory, and organizational compliance requirements by recording inbound and outbound email communications.
Enable Forwarding of Email Address on Mailbox Deletion - Allows you to re-assign email address to other mailbox during mailbox deletion.
Force Forwarding of Email Address on Mailbox Deletion - Makes Forwarding of Email Address feature mandatory for hosted organization.
Force Mailbox Archiving on Mailbox Deletion - Makes Archiving on Mailbox Deletion feature mandatory for hosted organization.
Enable Archiving on Mailbox Deletion - Allows you to archive (export pst) mailbox to a location on hard drive during mailbox deletion. Requires Archive Storage Path to be configured in Hosted Organizations module. Recommended to use with Storage Space services. Scheduler Service should be up, running and Scheduled Tasks should be allowed in System quota for customer.
Send Mailbox Setup Letter - Allows mailbox setup letters. Setup letter template can be configured from Settings > Mail Templates > Exchange Mailbox Setup.
